Notes of the Meeting of Thorpe St Peter Parish Council held at the School Room, Thorpe Fendyke Methodist Chapel, at 7.30pm on Wednesday 15th January 2025.

Reports from representatives:
a) Lincolnshire County councilor and East Lindsey District councilors report. Lincolnshire county council are asking for your views on their recent decision to set the council tax for next year at 2.99 % increase. The consultation is now live, and you can access it by searching budgetconsulration@lincolnshire.gov.uk. The net budget for next year is £690 million; the settlement was £20million less than last year. The consultation sets out 3 different figures, 2.99%, 3.99% and 4.99%. The government would like us to go for the highest figure, but Councillors feel that is too much for residents to find when things are tough already. Last Monday 6th Jan, saw another storm hit us, 65mm of rain fell in a short period of time all over Lincolnshire. This caused many flooding events, there was a further 129 homes reported with internal flooding, we are expecting the numbers to rise. In Wainfleet we went onto high alert late afternoon, with the community resilience plan being actioned at around 6.45pm. Iain Hyde, Joe Taylor and myself met on Spilsby Road to look at the main road where we had had reports of overtopping. I contacted the LRF centre in Lincoln and they sent a fire officer to assess the situation, we agreed that Wainfleet fire service would attend and then later on Skegness fire service came to assist them with the pumping. The sandbagging team took action off the a52 and filled around 500 bags which were deployed on Spilsby Road, houses and the riverbank to avert the water away from the road. The fire service left at 3am, no houses were flooded on Spilsby Road. Further over topping occurred on Boston Road from river water coming through the drain covers and a little from the river itself. Iain called for WSM councillors to help monitor the area. Unfortunately, Batemans had 2 houses flooded again when the water came over the banks and from the rear. I am attending a Steeping Steering meeting on Friday where the EA, Lindsey Marsh, LCC flood officers will be in attendance. I will update you £1million has been made available by east Lindsey for community project across the district this will be administered by Lincolnshire community foundation again. A reminder that the sixth round of the household support fund finished March 2025 application forms are now live, households in financial hardship can apply for a voucher to help with food, clothes or other essentials. It was Resolved: That the Minutes of the Parish Council held on Wednesday 20th November 2024 can be signed as a true and correct record.
4. To receive any updates from the previous meeting:
• Garden Plot email received on 2nd December from Dean Flower. Dean is having a meeting with Garden Plot owners and is hoping to have a meeting with them before or after Christmas about the notice that was served.
• Defibrillator pads have been replaced.
5. To receive a report about River Steeping:
The river was overtopping in serval places along the bank and flooded Spilsby Road Wainfleet on Monday 6th January. The Polyene is still on the bank and the EA was seen looking at it and placing scaffolding poles on the polyene base to keep it in place.
6. Planning from ELDC:
a. To consider planning applications validated from the last meeting of the council.
S/184/01932/24 APPLICANT: Mr. A. Zanelli, PROPOSAL: Planning Permission - Excavation of land to form a commercial fishing lake and construction of an internal access road. LOCATION: LAND ADJACENT HOLLY TREE PUB, STEEPING ROAD, THORPE ST PETER
It was Resolved: council to support the plans.
b. To note planning decisions received since the last meeting of the council.

7. Receive and comment on any Highways Issues
• Wooden fences on Oak Bridge are broken on both sides.
• Hedging near Three Tunns is overgrown, and the signs are not visible.
• Tree Stumps been placed on the verge on Thorpe Bank
• White Stones placed close to the road outside the Old Village Hall
It was Resolved: Clerk to email highways about the issues
8. To receive Clerk report on correspondence received and consider any recommendations.
• Letter from Jim regarding the Church and Grass cutting.
• Glendale Quote for 2025 Season cutting Churchyard – It was Resolved: The Council accepted the quote.
9. Precept for 2025/2026
It was Resolved: That the Precept for 2025/2026 will be £2,300
10. Finance
a. To review and consider payment of accounts.
• Laura Willoughby – Clerk Salary - £150
• Thorpe Fendyke Chapel – Room Hire- £25
• Thorpe Church – Grass cutting around Headstones - £275
• LALC – Annual Subscription - £158.88 Due 1st April 2025
It was Resolved: The Council approved the payment of accounts.
