Notes of the Meeting of Thorpe St Peter Parish Council held at the School Room, Thorpe Fendyke Methodist Chapel, at 7.30pm on Wednesday 18th January 2023

Reports from representatives:
a)    Lincolnshire Police report from PCSO Jayne Richardson –

•    Posters are sent to Clerk and placed on notice boards.
•    Spams are more and more now. The latest one is that you have a computer virus.
•    PSCO suggested about having an engagement session with members of the public from Thorpe St Peter & Thorpe Fendyke. It was suggested to organize with Hollands Caravan Park when they have their Caravan Engagement advents. 

b)    Cllr W Bowkett’s Report was sent via email:
•    Covid and flu vaccines are still available, and residents are encouraged to take these up.
•    Covid and flu has hit residents hard over the last month, the cases are starting to decrease now.
•    EMAS are holding more strikes across the county, hospitals are trying to discharge as many people as possible in the two days before the nominated strike dates to help with keeping a and e moving.
•    Residents are urged to call 111 in the first instance if you need medical attention, they can help with seeing a doctor, medication etc. If it is life threatening, then you must still dial 999.
•     LCC will have to raise council taxes this year, increasing pressures facing households and the authorities over rising costs will mean the use of reserves to be able to balance the books.
•    The county councils cost of living support page is there to give residents help to find support, whether it's financial, childcare, HAF programme and the household support fund   Plus much more  www.lincolnshire.gov.uk/costofliving.
•    Local elections in May, residents will have to bring photo ID to polling stations before being able to cast their vote.

3. To receive and approve the minutes of the meeting held on 5th October 2022
It was Resolved: that the minutes of The Parish Council Meeting held on Wednesday 5th October be approved.
Update from meeting on 5th October 2022:
•    Still waiting to hear back from Cllr Sid Dennis regarding Funding.
•    Still waiting for update on Station Road Land and Wedland Lane Land.
•    Defib pads were ordered at the meeting and Clerk put them on Defib on10th October.

4.  To receive a report about River Steeping Steering Group
The recent meeting was cancelled due to illness. There was a section that was not dredge as dredger couldn’t get into that section. Email from Environment agency that we have received stating “ They don’t have a lot to update on the investigations into further phase of dredging. Other than to say we have started to get results from the modelling we have been doing which we are currently working through and also checking how the modelling gas been undertaken. There is a bit more to do on this and further analysis required on what happens to water levels in the channel. What we need to do in the resilience group meeting is sort out resources required to undertake the investigations to come to a conclusion on whether any further dredging can be undertaken”

5.    Planning from ELDC
a.    To consider planning applications validated since the last meeting of council

•    Sunset Brook Caravan Site: Object due to the following reasons. 
•    Increase traffic near a grade II listed building could be detrimental in the long term.
•    Increased traffic on the roads.
•    Reports of caravan owners living in their caravans – using this site as a residential rather than for holidays.
•    Concerns over the increase in the number of caravans in Croft will ruin the villages countryside setting – which for many residents, it parts of why they moved to croft. They don’t want to be surrounded by caravans.
It was Resolved: for clerk to send the reasons to Planning Department.
b.    To note planning decisions received since last meeting of council
•    Mr. Pritchard – Caravan Park – Granted on 12.08.22

6.    Receive and comment on any Highways Issues
•    Kerbing on Lymn Bank East from Oak Bridge to Lymn Bank Cheese has been damaged. It was Resolved for: Clerk to log on Fix my street
•    Station Farm on Thorpe Bank, the hedges are overgrown which is pushing vehicles on to the opposite of the road. It was Resolved for: Clerk to log on Fix my street
•    The hedge is still overgrown near Thorpe Culvert Station. This has been logged on fix my street before. It was Resolved for: Clerk to log on Fix my street again.

7.    To receive Clerk report on correspondence received and consider any recommendations.
•    Outer Drowsing Offshore Wind newsletter.
•    All salt bins were checked and filled up where needed. Broken Salt Bin on Station Road, Thorpe Culvert It was Resolved for: Clerk to get a price on a replacement.
•    Funding from Cllr Sid Dennis for Defib. It was resolved for Clerk to email Sid Dennis again.
•    Garden Plot, Station Road & Wedland Lane – No recent update. It was resolved for the Clerk to get an update on them. 
•    LALC membership and LALC training scheme. It was resolved: not to join the training scheme this year but to carry on with membership.

8.    Community Emergency Plan
•    There is currently no update.

11.  Finance 
It was Resolved: That Council approve the payment of accounts.
•    Thorpe Methodist Chapel – Room Hire - £25.00
•    Clerk Salary - £150.00
•    LALC Membership – £143.

Precept:
It was Resolved: to rise the Precept by 10%
•    2023- 2024 Precept will be £2021.25

12.    Any other Business
•    Light Pollution – who to contact regarding light Pollution. 

13.    To consider items for inclusion on the agenda for the next meeting of the Parish Council.
