Notes of the Annual Parish Meeting of Thorpe St Peter Parish Council held at the School Room, Thorpe Fendyke Methodist Chapel, at 7.30pm on Wednesday 17th May 2023.

b)    Lincolnshire County Council Councilor Wendy Bowkett – Wendy sent her Annual Report via Email as she has another meeting tonight-
It has been a pleasure to work with you over the past year, as always, your support is greatly received and working together we can get things done.
I am pleased we are continuing, to work on the fodder dyke and the next section, Fen Bank, Friskney will commence on the 24th of October. The last phase of the fodder dyke just above the school will be in 24/25.
I have managed to get Wedland Lane into a re-tread scheme, this won’t be until 2024 unless we can bring forward, and the Thorpe Road will also be included I am just awaiting details to come through for this to show what is being done.
In our budget this year a total of £93 million has been put into highways, which includes an extra £7 million which LCC have added through the budget. This will help, in improving unclassified roads, which we know is well needed in some places.
21,387 reports in the last week on fix my street, 28,629 fixed in the last month.

The next 3 years of highways schemes will be planned so we all know when roads are going to be resurfaced in our area.
Coastal car parks now have the new payment system, it runs from Easter to 31st October. Anderby Creek, Chapel six marshes, Huttoft, Marsh Yard and Wolla Bank you can now pay by card and the ticket as long as in time, can be used in the different car parks.
As my role in Adult Care and Public Health Exec Member, we have secured £4 million pounds to further the work with Alcohol and drug treatment across the county. This is very important work and am sad to say since Covid there is a real problem with excessive alcohol consumption, so hopefully this can reach even more people than before.
The adult care budget for 23/24 is £169 million and the budget for children’s services is £98 million, these are statuary services but just shows you how much money is needed to run our county services.
The latest Covid booster vaccine is now available for the over 75s and anyone with a weakened immune system, you should be contacted to book by the NHS app or a phone call or you can go on the NHS.gov site or call 119 free of charge.

Council session
1.    Election Results – Conformation of Councillors and appointment of Chairman and Vice Chairman and Signing Declaration of Office.
a.    Appointment of Chairman – It was proposed and seconded that Cllr J. Taylor. 
It was Resolved: That Cllr J. Taylor will take the Chair.
b.    Appointment of Vice Chairman – It was proposed and seconded that Cllr J. Banham as Vice Chairman. 
It was Resolved: That Cllr J. Banham will be vice Chair.
c.    Councilors – signing declaration of Acceptance of Office prior to commencing the meeting. It was Resolved: All Councillors expect Mrs. J. Rowson signed the Declaration forms.

4.    Minutes of Previous Meeting
It was Resolved: That the Minutes of the Parish Council held on Wednesday 18th January 2023 be approved.
Updates from meeting held on 18th January.
•    Kerbing on Lymn Bank East from Oak Bridge to Lymn Bank Cheese has been damaged.  Clerk has added this to Fix my street.
•    Station Farm on Thorpe Bank, the hedges are overgrown which is pushing vehicles on to the opposite side of the road. It was added to Fix my street.
•    Garden Plot - The prosecution case for non-compliance with the Enforcement Notice at Garden Plot was listed on 11th April in Court, but an adjournment was requested so the Court have re-listed the first ‘proper’ hearing for it to be on 25 April 2022, so the case is on hold until the next Court hearing. 
•    Station Road & Wedland Lane – Update from Dean Flower from Planning Enforcement on 23rd January 2023
He spoke to the owner of the static caravan and double decker bus last week and reminded him that they still needed to be removed. He had agreed to remove them and has advertised them to sell. He has said that he is still looking for a buyer and requested more time.
D.F had agreed that he can have more time as the breach of planning control is not nearing immunity and it is easier to negotiate than to serve enforcement notices if the individuals are willing to comply. If they haven’t been moved in the next 28 days, I will chase them again and express further urgency for the removal.
Regarding the second site (Wedland Lane), I have discussed this with the owner today. She has now agreed to remove the 2 touring caravans from the site. One of the static caravans has been bought out of the field ready to be removed and the other is to be used as a welfare unit i.e., somewhere to get out of the rain and have a drink and something to eat.
D.F satisfied that providing the 2 touring caravans and one of the static caravans are removed that the remaining one can be used as an ancillary building in connection with the agricultural use. I will continue to monitor the site and update you once compliance has been achieved.

 

5.    To receive a report about River Steeping Steering Group
There hasn’t been a meeting for a while. The Three Tuns tunnels have got to be made safe. They are looking at who is liable if the tunnels go now.  There are in the progress of slowing down the water coming from up the Wolds by doing different things with the farmers.


6.    Planning:
a.    To consider planning applications validated since the last meeting of council.
There was none.
b.    To note planning decisions received since last meeting of council.
There was none.


7.    Highways:
•    Road Closure - Temporary traffic restriction: Thorpe St Peter
Please note it will be necessary to impose a temporary restriction as detailed below. 
Organisation responsible for restriction: Anglian Water 
Reason for restriction: Defect repairs
Nature and location of restriction: Road closure Order - Station Road (Between 350m & 650m West of B1195)
Period of restriction: 22/05/2023 - 24/05/2023.


8.    To note correspondence received since the last meeting of council and consider any recommendations.
•    Internet banking. Clerk has asked if we can be registered for internet banking. The clerk went into detail how we can have dual control. 
It was Resolved: That Clerk can register for dual online banking with Cllr J. Banham as the second person.
•    Lincolnshire Wolds Outdoor Festival kicks off this weekend. The popular Lincolnshire Wolds Outdoor Festival returns for a second time this Saturday (20 May), containing over 150 fantastic events and activities across the area between then and Sunday 11 June. 
The Labs will allow residents and visitors to come and learn more about some of the beautiful local wildflowers that are scattered around the Wolds and be guided on how to create their own plant pot out of paper and plant local Lincolnshire Wildflowers seeds to take home and grow for themselves. There will also be pop-up Nature Labs in marketplaces around East Lindsey, starting in Louth on Saturday 27 May and visiting Spilsby, Alford, Wainfleet and Market Rasen.

9.    Community Emergency Plan:

10.    Clerk:
a.    Contract – Cllr. J. Banham informed the council that the Clerk contract has now been sorted after having a meeting with the clerk and making sure everything was in place.

All above policies are now in place and will be reviewed May 2024.

12.    Finance

a.    Finalise accounts for the year ending 05.05.23 and sign annual return.
It was Resolved: to approve the annual return for 2022/2023 and for Clerk to send the forms. Cllr J Taylor signed on behalf of the council.

b.    To review and consider payment of accounts.
It was Resolved: That Council approve the payment of accounts.
•    Thorpe Methodist Chapel – Room Hire - £25.00
•    Clerk Salary - £150.00
•    Thorpe St Peter Church – Grass cutting for 2022 - £275.00.
•    Zurich Municipal Insurance - £161.06

13.    Any other Business:
•    Cllr J. Taylor was very lucky to be invited to King’s Garden party. Cllr J. Taylor was nominated for all his hard work in the community, 

14.    To consider items for inclusion on the agenda for the next meeting of the Parish Council, to be held on Wednesday 12th July 2023 at the School Room, Thorpe Fendyke Methodist Chapel
