Notes of the Meeting of Thorpe St Peter Parish Council held at the School Room, Thorpe Fendyke Methodist Chapel, at 7.30pm on Wednesday 10th January 2024.

Lincolnshire County Council – Council Wendy Bowkett - You will probably have read in the news that Lincolnshire County council have signed with the greater Lincolnshire County councils to take forward devolution for Lincolnshire.This in the first instance would bring an extra 24 million for 30 years which will be part of the mayoral investment fund. This would bring the total funding to 720 million for the county.There would be a one-off capital investment of 28.4 million and a 1 million skills fund.This is just the beginning, and this should open up the opportunity to bid for extra funding in all areas.I encourage you all to take the time to fill in the consultation at www.lincolnshire.gov.uk/devolution also there will be events held for you to go along and talk to officers and read how this can really benefit our local communities by allowing decisions to be made in Lincolnshire.We are hosting events to give residents a chance to come along and discuss devolution and any concerns they have, the following dates and venues are, Boston Utd Stadium, Boston 11th January 3 till 7pm and Louth Meridian Centre, Louth 17th January 11-2 pm, the storehouse, Skegness 19th January 11-2.The latest storm caused a further flooding around the county, Wainfleet although the river was high caused issues only in Church Lane. The application for the £5000 has open you can apply at propertyfloodresilience@lincolnshire.gov.uk applications will only be accepted from residence or businesses that have been affected with the latest storm Babet. 3. Minutes of Previous Meeting
It was Resolved: That the Minutes of the Parish Council held on Wednesday 4th October 2023 can be signed as a true and correct record.
4. Updates from previous meeting:
• Clerk ordered Wreath and £25 was paid to The Royal British Legion Poppy Appeal.
Clerk emailed Father Aiden Edwards regarding Thorpe ST Peter Church. The response that was received that the Church is closed for worship, but The Church may well become what is known as a 'Festival Church'. This means that there is no regular public worship but life events such as marriages and funerals and key festivals such as Christmas and Easter may be celebrated. There are a team of people from the Bat Conservation Trust who would be happy to provide occasional assistance with cleaning for a marriage or funeral service. I would probably avoid baptisms if possible as these are very short services and could easily take place at Croft, Wainfleet All Saints or Wainfleet St Mary. It was Resolved: That the clerk to contact Diocese of Lincoln to find out what is happening.
• Garden Plot – No recent update has been received. It was Resolved: that the Clerk email for an update.
• Land north of Station Road update received on 19th December 2023 – A recent site inspection has confirmed that the breach of planning control referred to above has now been resolved. As such, no further action is to be taken by the planning department. The double decker bus and static caravan have now been removed, the remaining fencing is permitted development and I am unable to attack this. As such the enforcement notice has been complied with and the case will be closed. The notice continues to run in perpetuity with land and prevents the land being used in this manner again. In the event of any further complaint being received a further investigation may be necessary. It was Resolved that Clerk to contact Dean Flower as any other domestic paraphernalia including but not limited to deck chairs, flowerpots, fire pit etc. has not been removed.
5. To receive a report about River Steeping Steering Group
Funding has been granted for the relief cut to have the banks leveled. In the latest storm only Church Lane in Wainfleet was flooded. There is a meeting at Batemans with different agencies on Friday 9th February 2024 2pm till 6pm.
6. To receive a report from the Parish Council Engagement Session - East Lindsey
Police to update every six months to Parish Councils. Councils to report incidents to 101.
7. Planning from ELDC
a. To consider planning applications validated since the last meeting of council.
None has been received
b. To note planning decisions received since the last meeting of council.
Receive and comment on any Highways Issues
None has been received
8. To receive Clerk report on correspondence received and consider any recommendations.
Glendale Grass Cutting for 2024 is £75 per cut per Month for the Churchyard. It was Resolved: To was agreed to go with Glendale
9. Precept for 2024/2025
It was Resolved: To increase the Precept to £2100.00
10. Finance
a. To review and consider payment of accounts.
It was Resolved: That Council approve the payment of accounts.
