Notes of the Meeting of Thorpe St Peter Parish Council held at the School Room, Thorpe Fendyke 
Methodist Chapel, at 7.30pm on Wednesday 8th May 2024

Reports from representatives: 
a) Lincolnshire County Council -  Lincolnshire County Councillor Annual Report for Thorpe St  Peter 
It’s been a pleasure as always to work with you and the parish over the past year, how quickly the months go by.  Highways fixed 110,532 potholes in 2023, repaired 224 miles of roads, rebuilt 77 miles of footpath  and cleaned 192,235 drains. County council have added a further £19 million of extra money to the highways budget and Government have promised £253 million from the HS2 fund. The heavy rain continues and in October we sadly saw many more properties and land flooded  these were caused by a mix of river over topping and surface water flooding. In the past 18 months we have seen 5 ½ feet of rainfall which is an incredible amount, and still many fields are still sodden and will struggle to grow crops this year. The section 19 reports are being processed for the last two storms in October and January and should be concluded by August, this will determine the causes of every property flooded in the county. The results will come to the flood scrutiny committee at the county council. The County Council have committed a further £4 million to help in flood prevention around the county, this will ensure all drains are jetted regularly and kept clear, which will help in reducing surface flooding. The Call Connect App is now available, you can now book your journey online and all for £2 for 
each journey, the £2 journey also applies to the service buses. Lincolnshire county council are looking at ways to further support and encourage bus travel in Lincolnshire we are gathering resident's views to help plan further improvements as part of the latest County Views survey. We want to know how often residents travel by bus, what would encourage you to use it more often, what they like and dislike. b) Thorpe St Peter Church – Father Aiden and Peter Coughtrey-Wellsted – Father Aiden has been here since March 2023. Church is not being support enough and we have two species of bats. There is enough funds for the running of the church for the next two years. The Thorpe St Peter Church has not been closed but it is not active. Five and six years they sent out to parish for help and not many people have offer to help. The burial plan has been lost by the  previous victor.  

Council session 
1. To note any apologies and accept valid reasons for absence. 
None 
2. Elect a Chair and Vice Chair 
a. Appointment of Chairman – It was Resolved that Mr. J. Taylor will be Chairperson for 2024/2025 
b. Appointment of Vice Chairman – It was Resolved that Mrs. J. Banham will be Vice Chair for 2024-2025 


3. To receive any declarations of interest in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensation.  
None 


4. Notes of the last meeting held on 10th January to be approved as the minutes. 
It was Resolved: That the Minutes of the Parish Council held on Wednesday 10th January 2024  can be signed as a true and correct record. 


5. Clerk’s Report on matters outstanding 
• Garden Plot the Council are having it cleared and a charge being put on the land. Once it is cleared, they will be keeping checking to make sure it is still clear. 
• Thorpe St Peter Parish Council received the Percept of £2,100 for 2024/2025 


6. Financial Matters: 
a. Financial Report for 2023/2024 and sign AGAR Form 
Our annual Income for 2023-2024 was £2,642.00 and Thorpe st Peter Parish council spent  £1878.00. 
It was resolved for the Chair to sign the AGAR form on behalf of Thorpe St Peter Parish Council. 
b. To Resolve any payments to be made to 
• Laura Willoughby – Clerk Salary - £150 
• Thorpe St Peter Church – Grass Cutting - £275 
• Thorpe Fendyke Chapel - £25 
• LALC – Membership - £155.90 
• Zurich Municipal - Insurance - £195.31 
It was Resolved: That Council approve the payment of accounts. 

Glendale Grass, cutting they send the bills monthly and are due within 30 days, due to us not having a meeting monthly. It is £90 including VAT per cut and we have one cut a month. It was Resolved: That the clerk can issue the cheque on receipt of the invoice. 

7. Planning Matters
None received. 


8. Correspondence: 
• National Grid Eastern Green Link 3 (EGL 3) and Eastern Green Link 4 (EGL 4) public consultation on early-stage proposals It was Resolved: Thorpe Parish object to this 


9. To Receive reports from representatives on outside bodies: 
a. River Steeping – Nothing has changed since the last meeting. Lindsey Marsh Drainage are  looking at directing water if the pumps get turned off. Lindsey Marsh Drainage are now in the Pilot scheme where they can take on rivers.
