Notes of the Meeting of Thorpe St Peter Parish Council held at the School Room, Thorpe Fendyke Methodist Chapel, at 7.30pm on Wednesday 6th July 2022.

Public Forum:

Reports from representatives:

a) Police Report - PCSO Jayne Richardson & PCSO Nigel Miller asked the Council if there are any problems in the area, The only thing that came up was about Fly Tipping. They have said to ring 101 if it has happened and ring 999 if it is happening. Fuel theft may be on the incase with the fuel prices so high.

b) Lincolnshire County Council Councilor Report - Cllr Wendy Bowkett & Cllr Sid Dennis – There is some Grant money coming available if we need anytime to let Sid Dennis Know. There has been a bid from the government for more charging points across the country. The bid is for £1 million pounds this would allow for 101 extra standard charging points and 8 rapid charging points spread across the country. Skegness is one of the chosen places. Lincolnshire Police are making £20,000 available to purchase 20 high tech night vision cameras to use in rural areas to try and reduce rural crime. The connected towns deal fund have been confirmed. Skegness has been awarded £24.5 million. The details of what the money will be spent on has been submitted and has been approved. For Skegness this will mean a new learning Campus, a 14 million grant fund has been awarded for this project, A well there will be Skegness foreshore ,major revamp, Leake railway station improvements and a culture house at the Embassy Centre along with the town Centre seeing enhancement and improvements.

3. Elect Deputy Chairman:

It was Resolved to elect Cllr Jane Banham as Deputy Chairman of Thorpe St Peter Council for 2021/2022 

4. Minutes of Previous Meeting

Amendments to the Previous Minutes:

Mrs J. Banham was at meeting virtually but could not make any decision or vote.

Updates from previous Meeting: 

• Stones at Black Horse Bridge have now been removed.

• Posts on Land opposite The Firs – The posts are on his boundary.

• Garden Plot have been Prosecuted and they are taking action to get them to comply with the notice.

It was Resolved: That the Minutes of the Parish Council held on 4th May be approved with the above changes

5. To receive a report about River Steeping Steering Group

The Three Tunn Tunnels are being investigated by Witham Forth to make sure they are safe. Currently the farmers don’t want the tunnels opening as they don’t want to be flooded. 

6. Planning & Highways

a. To consider planning applications validated since the last meeting of council

There was none

b. To note planning decisions received since last meeting of council

There was none

7. Highways:

• Overgrown hedge down Thorpe Bank. It was Resolved: To be added to Fix my street

8. To note correspondence received since the last meeting of council and consider any recommendations

• Caravans & Bus down Station Road & Wedland Lane - Environmental Protection Officer has been in touch to say that there isn’t an Environmental issue as they fall under The D3 exemption which allows the burial of waste from a portable toilet, to avoid long-distance transportation of small quantities of waste to sewage treatment works. We can get back in touch if we feel they are not following the D3 Exemption.

9. Community Plan:

Clerk gave a report on how the first meeting went. Contact numbers have been collected for people who would like to assist if there was an emergency. The Centre for Thorpe ST Peter will be Thorpe Methodist Chapel. It was suggested for a poster to be made and put up on the notice boards to see if people would like to be added. 

Sandbags are with the Clerk. Salt for salt bags is also with the Clerk. 

It was Resolved: Clerk to be Lead on the Community Plan for Thorpe St Peter with Cllr J. Taylor & Cllr J, Banham as Deputy leaders

10. Clerk Review:

It was Resolved and agreed by Council: The Clerk will work no more than 4 Hours per month. Be on £12.50 per hour and be paid quarterly. The clerk will be reviewed in July 2023. Clerk was offered a pension but declined.

11. Finance

To review and consider payment of accounts

It was Resolved: That Council approve the payment of accounts

• Thorpe Methodist Chapel – Room Hire - £20.00

• Clerk Salary - £150.00

• Glendale – Grass Cutting for May & June - £119.60

• East Lindsey – Over paid Precept - £1,197.50
