Minutes for a meeting of the Thorpe St Peter Parish Council
Wednesday 19th May 2021
Thorpe Fendyke Methodist Church.

Present:     Chairman:  Cllr Joe Taylor, Cllr Jane Banham, Cllr Judy Rowson, Cllr Tim Hopper, Cllr Gill Willoughby, Cllr Matthew Spence, Cllr Gary Willoughby, Cllr W Bowkett of Lincolnshire County Council

2.         Elect Chairman:
It was Proposed and Seconded to nominate Cllr Joe Taylor as Chairman.  

It was Resolved to elect Cllr Joe Taylor as Chairman of the Thorpe St Peter Parish Council for 2021/2022

3.    Elect Deputy Chairman: 
It was Proposed and Seconded to nominate Cllr Jane Banham as deputy Chairman. 
It was Resolved to elect Cllr Jane Banham as Deputy Chairman of the Thorpe St Peter Parish Council for 2021/2022

4.    Approve and adopt as minutes the notes for the meeting held on 19th August 2020.
It was Proposed, Seconded and Resolved to adopt as minutes the notes from the meeting held on 19th August 2020. 
Cllr J Taylor signed the minutes on behalf of the Council. 
5.    Resolve any matters arising from the minutes from 19th August 2020
No matters arising. 
6.    Receive notifications on any police matters.
PSCO Jane gave us an update on who our Neighborhood Policing Team are. Poster was also given for the noticeboards.
7.    Appoint New Clerk
It was Proposed and Seconded to nominate Laura Willoughby.
It was Proposed and Seconded for Laura to sign Cheques and have the bank account address changed.

ACTION – The Clerk to contact Bank.
8.    Receive correspondence and decide appropriate actions. 
1.    Letter received dated 17th May 2021 from East Lindsey Planning regarding Holly Tree Cottage that they are investigating the housing of caravans on dog walk area and breach of condition 4 on planning permission.
2.    Letter received dated 17th May 2021 from East Lindsey Planning regarding Parrydise Farm that they are investigating the erection of brick building.
3.    Email received 14th May 2021 from East Lindsey Planning Enforcement Officer regarding Garden Plot, Thorpe Fendykes that the planning enforcement is still live, and they are investigating it.

9.    Receive updates on River Steeping.
From September the team will be back to remove Silt from the Relief Chanel. There has been a team tracking the Voles. They are looking into getting the tunnels working at Thorpe Culvert, the two drainage boards are going to be working together. 
 
10.     Receive details of any planning applications from ELDC.
No applications received; however, Council would like to enquire with ELDC regarding the following: 
1.    Wedland Leisure – the fence has been placed on the wrong side of the hedging.
2.    Lodges down a track and passed the house. The property is down Lymn bank east over the river steeping. 
3.    Land opposite Firs – there has been a hedge planted remarkably close to road and on a bend.
ACTION: Clerk to contact Planning regarding the lodges. Cllr Bowkett to contact Highways regarding Wedland Leisure and Land opposite Firs.
11.    Receive and comment on any highway issues.
1.    Oak Bridge – the railings have fallen again.
2.    Lymn Bank on the corner the road is collapsing. 
ACTION: Cllr Bowkett contacting highways regarding Oak Bridge and Lymn Bank.
12.    Finalise accounts and sign annual return for year 2020/2021
It was Proposed and Resolved to approve the annual return for 2020/2021 
Cllr J Taylor signed on behalf of the Council. 
13.    Agree payments due to date.

It was Proposed and Resolved to issue the following payments: 
 
1.    Zurich Insurance - annual premium £160.65 - cheque number 100579
2.    Thorpe Fendykes Methodist Church – Meeting room rental: £20.00 – Cheque Number 100580
3.    Clerk – Salary – £100.00 – cheque number 100581  
    Action:  The Clerk to send the payments. 
14.    Confirm date for next meeting. 
It was Proposed and Resolved to hold the next meeting on Wednesday 11th August 2021.

There being no further business the meeting closed at 8.40pm
